It originates with <a href="Industry">Industry</a> in most cases, particularly <a href="Chemical industry">chemical</a> and <a href="Plastic">plastics</a> manufacturing.  As with many <a href="Pollution">Pollution</a> problems, toxic waste began to be a significant issue during the <a href="Industrial Revolution">Industrial Revolution</a>.
